I've bought a few used compactors over the years, and the biggest things I look at are the drum, vibration system, and center joint. If the vibratory system doesn't hit hard or sounds rough, repairs can get expensive fast.

I'd check transmission pressure first before replacing parts. Since it stopped moving right after the oil change, I'd suspect low oil level, wrong oil, a suction leak, or the pump losing prime before blaming the priority or pressure control valves.
