Why won't the outriggers on my Case 1085B raise, and could it be an electrical or hydraulic issue? Could this be a relay issue?

I'm working on getting an old Case 1085B back into operating condition, and I've hit another issue I can't seem to figure out. The machine sat neglected for years, so I've already replaced a ton of hydraulic hoses, rebuilt the parking brake cylinder, repaired some controls, and got the engine running again. Some functions work fine, but now I'm stuck on the outriggers. They will not rise at all. Since the electrical system on this machine is a mess, I'm wondering if this could be a faulty switch or wiring. issue?
