Why won't my CAT D6B turn properly to the right?

I recently bought a CAT D6B dozer that pushes well, but the right steering barely works, even when pulling the steering lever or applying the brake. The left steering works fine. Could this be an adjustment issue or a problem with the steering clutch or brake?
