Why won't my CAT 120M restart when the engine is hot?

My CAT 120M motor grader with a 6.6 ACERT starts and runs fine when cold, but won't restart after shutdown at around 170F. The fuel rail pressure only reaches about 2,500 psi during hot cranking. What could cause this CAT 120M hot-start problem?
