Why won't my 2004 Cat GP45K propane forklift start?

I'm having starting issues with my 2004 Cat GP45K propane forklift. It seems like it's overfueling, and it will only run if I slowly feed it fuel. I'm wondering if the regulator, fuel solenoids, or another fuel system component could be causing the problem. Also, what scan tool do I need to communicate with this forklift? Any advice would be appreciated.

hi, I had something really similar happen on an older propane forklift, and it ended up being the regulator. It would only stay running if I feathered the fuel, so that's one of the first things I'd check.
