Why is the thumb stuck closed on my 200-3 excavator?

My 200-3 excavator has a hydraulic thumb that stays closed under constant pressure. The joystick controls don't respond, and both solenoid connectors show 28V. Could this be a wiring issue or a faulty solenoid?
