Why is my payloader acting like it's in 2nd gear when set to 1st?

My payloader has very little pushing power. In 1st gear, it drives like it's in 2nd gear. I did a speed test and confirmed it matches 2nd gear speed. Has anyone had this problem? What was the cause?
