Why is my CASE 580C weak in forward but fine in reverse?

My CASE 580C has weak forward drive, but reverse works fine. The shuttle and torque converter were rebuilt, but the problem is still there. Has anyone dealt with this before?

Since reverse is strong, I’d check the forward clutch circuit first—look at transmission pressure, linkage adjustment, and any restrictions before tearing into the rebuilt shuttle again.
