Why did my machine suddenly stop steering?

My machine has completely lost steering in both directions. Hydraulic pump pressure is good, and the steering valve, solenoids, and cylinders have all been checked or rebuilt. Oddly, if I disconnect the steering manifold return line and let the oil spray out, the steering works fine. I also have no hydraulic flow going to the axle oscillation valve.
