When Should Excavators Contact Notification Centers?

Hi everyone!
I know that excavators are required to call notification centers before digging, but I’m curious about the specifics. When exactly should an excavator make the call, right before digging, a few days in advance, or only in certain situations? Are there differences in requirements based on location or project size?
