What should I check if the driveline still spins when the power shuttle is in neutral on my Case 350 crawler dozer?

Hi everyone, looking for some advice. I already checked and repaired the spool and bore, but the issue is still there. Now I'm wondering what else could be causing it. Could it be linkage adjustment, clutch packs dragging, low pressure, or something inside the shuttle?
