Is it normal for the swing circle on a Caterpillar 14M to rotate under load, or could something be worn out?

I am having an issue with the swing circle on my Caterpillar 14M, and I'm trying to figure out if this is normal wear.

Hmm.. it could be hydraulic holding issues.
