On most machines, the preheat system is controlled by a temperature switch or sensor.

When the engine is already warm, the switch stops power from reaching the relay or heater, so the preheat will not turn on. This helps protect the heater and reduce electrical load.

If the preheat is not working, check the temp switch, relay, wiring, and power supply. Testing it when the engine is cold and warm can help you find the problem.
 
That's a solid explanation. those temp sensors really do all the work behind the scenes. I'd also suggest checking if the sensor is giving accurate readings, since a faulty one can make the system think the engine's cold when it's not. Might be worth testing ti with a multimeter or scan tool just to be sure everything's reading right.
