Cat 520E backhoe functions not working-could a blown fuse point to a bad lockout solenoid or wiring issue?

I'm troubleshooting a Cat 520E backhoe where the backhoe functions and outriggers are not working. I found a blown fuse and am wondering if a faulty lockout solenoid, damaged wiring, or another electrical issue could be causing the problem.
