Can someone explain how GovPlanet works from start to finish?

I get that it's a platform where government surplus equipment gets sold, but I'm still a bit unclear on the actual process. How reliable are the inspection reports, and what's the process once you win an item? I'm mainly browsing excavators and trucks right now.
