Can I flush the transmission on a CAT D6C before adding new TO-4 oil?

I recently bought a late-1960s CAT D6C dozer with a powershift transmission. The transmission works well, but the oil has moisture contamination. Is it safe to use cheaper tractor fluid for a short flush before replacing the filter?
