Can a motor scraper handle a 1,000-foot haul with a moderate incline?

I'm planning to move about 25,000 cubic yards over a 1,000-foot haul on mostly loam soil with no rock. I'm trying to decide between using a motor scraper or a pull scraper with a tractor. I'd appreciate any advice on which option would be more efficient.

For that kind of 1,000-foot haul, would a motor scraper be more efficient, or would a tractor and pull scraper handle the moderate incline better?
