What could cause the left outrigger handle on a Cat 420E backhoe to get stuck while the right side works normally?

Looking for some advice on a strange issue with my Cat 420E backhoe. The left outrigger handle feels completely locked in place, like it's mechanically jammed, while the right outrigger lever moves smoothly and operates normally. I already checked for obvious debris around the controls and tried cycling the hydraulics, but the left handle still won't budge at all. It almost feels like the safety lock is stuck only on that side, or something inside the control linkage seized up. Before I start pulling apart the console, has anyone run into a frozen outrigger control lever on a Cat 420E? Wondering if this is a common problem with the pilot controls, linkage bushings, or valve assembly.
 
If the lever is completely locked and not just stiff, start by comparing the left-side linkage and lockout mechanism to the right side before pulling the whole console apart. Sometimes a seized pivot, worn bushing, or partially engaged safety lock can make it feel like the valve itself is stuck when the problem is actually mechanical.
