Why is there no fuel reaching the injector lines after an injector pump rebuild?

I recently had my injector pump rebuilt. Fuel reaches the pump and return line, but nothing comes out through the injector lines. One solenoid has 12V with the key on, while the other has no power. Should both solenoids receive power, and could a relay or fuse be causing this fuel injection problem?
