Can the parking brake release valve work without releasing the secondary brake valve?

I'm troubleshooting a parking brake release issue and have a question about the brake system. Can the parking brake release valve operate independently, or does the secondary brake valve always need to be released first before the parking brake will disengage? Any advice on how these valves function together would be appreciated.
